DULUTH - Mayor Don Ness says the city's number one focus this year is flood recovery.

He made this statement as he delivered his state of the city address in a new way through a pre-produced video.

Ness says economic development and government reform are also top priorities for 2013.

He says that trends are changing and putting mid-sized U.S. cities back on the map for success.

"These are exciting times in Duluth. A new economic reality is rapidly approaching. After decades of these national trends working against cities like Duluth, we're beginning to see a fundamental shift that will give tremendous advantage to our city," said Ness.
